First meeting for the analysis of the Constitutional Law on the Rights of National Minorities (CARNM)

The first meeting for CARNM analysis was held in the premises of ILC on 28 February 2017. The meeting was attended by elected representatives of the Roma, Serbian, Albanian and Ukrainian national minorities  from Brod-Posavina County and the city of Slavonski Brod and  by the representatives of Roma CSOs.

Professor Lauc presented the first version of the  CARNM analysis, which  was based on publicly available information in relation to the status of national minorities in Brod-Posavina County.  During his presentation, he referred to the situation of national minorities in the Republic of Croatia and stressed that in relation to other minorities, Roma and Serbs are reported to be mostly discriminated. He  briefly presented the most important articles of the Constitutional Law on the Rights of  National Minorities mentioned in the analysis.

Few minority representatives emphasized that they do not have major difficulties in realizing their rights and that their members are integrated into society, while representatives of other minorities reported that members of their communities experience discrimination but they do not report it out of fear.  Additionally, few participants mentioned low media interest for covering cultural events of national minorities.

 Professor Lauc asked all participants to  gather information within the scope of their work  which is not publicly available.

The first meeting for the  CARNM analysis was organized by ILC in collaboration with project partners - HILS from Osijek, Brod – Posavina County and the Network of Roma CSOs in Croatia through the "Legal inclusion and sustainable integration of Roma in Croatia" project which is financed by the European Union program IPA 2012 "Strengthening the capacity of civil society organizations to ensure the effective implementation of EU standards in the realization of human rights" and co – financed by the Office for  Cooperation with NGOs.
