Volonterski centar is implementing the program with three associate organizations: Proni Center for Social Teaching (Vukovar), Information Legal Centre (Slavonski Brod) and Youth Association of City Pleternica Oppidum (Pleternica) . The main objective of “Šalter” program is strengthening active citizenship, civil society and social capital based on connectivity, reciprocity and confidence through a comprehensive, systematic and continuous support of all stakeholders interested in the development of the local community and democratization in Slavonia and Baranja. The mission of “Šalter” program is achieved through:

• Affirmation of civil society values and role, volunteering and other forms of active citizenry important for social development of local communities and for the principles of participative democracy;
• Ensuring quality, continuous and comprehensive support for development of civil society and local communities through capacity building and potentials of civil society, initiatives and active individuals focused on social development;
• Ensuring continuous support to various stakeholders in order to increase their capacity for preparing and managing projects financed from EU funds, especially IPA V and ESF,
• Streghtening cooperation and dialogue between different stakeholders (NGO’s, local and regional governments, public institutions, etc.) at local and regional level and encourage partnership activities and initiatives with the aim of social development;
• Continuous investment in the capacities of partner organizations involved in implementation of “Šalter” program on regional and national level through sharing, connecting and continuous exploration of innovative approach of joint actions and impact on social development.
