On 14 June 2016 community meeting "Realization and protection of social rights" was held in the premises of the community building Kozari Bok in Zagreb.
Guests of the community meeting were representatives of the Centres for Social Welfare Dubrava and Pescenica Ms. Zdenka Maltar, social worker, Ms. Danijela Skulj, social worker, Mr. Ivan Jazvic, social worker and Ms. Romana Cagalj, social worker.
Ms. Maltar presented conditions which must be fulfilled for a person to achieve the right to a guaranteed minimum fee (GMF). If a working-age person meets the requirements and becomes a GMF user, he/she is obligated to carry out a community service at request, otherwise GMF can be taken away. She also pointed to the assembled citizens that they have the right to lodge appeals against decisions of the Centre for Social Welfare if they consider that their right is not recognized.
Ms. Cagalj noted that in certain cases individual appeals against the decisions of the Centre were adopted and a certain right was recognized for some beneficiaries.
Gathered citizens were interested in conditions that must be met to be eligible for one-time financial assistance. Both guests agreed that it depends on the documentation each beneficiary has, whether they need assistance due to a medical treatment, purchasing stoves, or something else.
Furthermore, guests mentioned that increased financial compensation amounting to 10,000.00 Kn can be authorized only by the competent Ministry.
Citizens who have problems in accessing GMF because they are not sure whether they have all the necessary documentation were asked by guests to visit the Centre where their cases will be assessed individually. As for the problem of children who are not enrolled in the register of births, and their parents are foreigners in Croatia, guests have asked for their cases to be specifically presented in the Centre in order to jointly find a solution.
Community meeting was attended by 20 members of the Roma minority who were active in asking questions and seeking advice from guests.
It was organised within the project "Legal inclusion and sustainable integration of Roma in Croatia", which is financed by the European Union under the program IPA 2012 "Strengthening the capacity of civil society organizations to ensure the effective implementation of EU standards in the realization of human rights" and co-financed by the Government Office for Cooperation with NGOs.
