Public discussion „Social Justice for Older and Disabled Persons of the Town Slavonski Brod“ held on 13 March 2015

On 13 March 2015, Information Legal Centre (ILC), Centre for Social Welfare and Pensioners' Association "Third Age" organized panel discussion "Social Justice for Older and Disabled Persons of the Town Slavonski Brod" at the premises of the Foundation of Pensioners in Slavonski Brod. Panel discussion was organized within the project "Legal Assistance to Older and Disabled Persons in Slavonski Brod" which ILC implements with the financial support of the Ministry of Social Policy and Youth. 

Social rights in Croatia are endangered by impact of the economic crisis, but also by the consequences of the reform process. The older persons without pensions or other income, unemployed, single persons and single parents, uneducated and persons with disabilities come under the most vulnerable groups, with the highest rate of poverty in Croatia. With this panel discussion, ILC wanted to draw attention of the local community on the consequences of demographic aging of the population, as well as the possibility of establishing mechanism of care of older disabled persons.

The guests of the panel discussion were social workers from the Center of Social Welfare Slavonski Brod – Sanja Turcinovic, Gordana Bodruzic and Ruzica Galista, president of the Pensioners' Association „Third Age“ Ivan Djurcevic and secretary Tihomir Drobina. No representatives of the City Slavonski Brod were present; they apologized that they cannot attend the panel discussion due to other commitments. Sanja Beslic-Kozmus, ILC employee was moderator at the panel discussion. 40 participants attended public discussion as well as media representative from Slavonski Brod television (SBTV).

The topics of the panel discussion were: "Intergenerational Cooperation and Coexistence in the Modern Society" presented by Natasa Kovacevic, Executive Director of ILC, "Improvement of the quality of life of persons in the third age", Sanja Turcinović, social worker of the Centre for Social Welfare Slavonski Brod "The problem of poverty from the perspective of older persons", Tihomir Drobina, secretary of the "Third Age".

Mr. Ivan Djurcevic welcomed all present and upon that Natasa Kovacevic held short presentation on particular importance of intergenerational cooperation which expresses care for older citizens, foster human rights protection and their security with the aim of enhancement of quality of their life.

Mrs. Sanja Turcinovic informed all present with the rights in the social care system and social services that beneficiaries could claim. There are 20 beneficiaries entitled for home help in Slavonski Brod and 42 in the municipality area. The right on the meal delivery has 28 beneficiaries and 16 beneficiaries of the Community Kitchen. However, there is no service provider in the municipality area even though there is a need for the meal delivery. She highlighted that CSW may provide 600 services in total but so far they don't have so many beneficiaries.

Mrs. Turcinovic stated that the poverty risk threshold for single household in 2014 is 1.997,44 HRK. She informed participants on the number of persons accommodated under custodial services. She expressed concern because of an increase of the family violence and she invited all to report any observed violence as well as any perceived irregularities.

Mr. Tihomir Drobina accentuated in his presentation that the major issues of the society are poverty, unemployment, the bad privatisation, tax on interests on the citizens' saving accounts, educational system (hyper-production of personnel who can hardly find employment) and lack of the development strategy in Croatia.

After the presentations, the questions concerning to services (home help and delivery of meals), and aliment contracts have been asked. At the end of the panel discussion Natasa Kovacevic informed participants that older and disabled persons who need legal assistance related to lifelong support contracts and contracts for support until death can address ILC office where they will be provided with free legal assistance.
