On 25 May 2016 the fourth workshop for the members of Councils of National Minorities was held in Brod – Posavina County hall.
Five members of the Council of Serbian national minority and eight members of the Council of Roma national minority from the city of Slavonski Brod and Brod – Posavina County participated at the workshop. The topic of the workshop was "Report on the state of rights of national minorities in Croatia”.
Workshop was held by professor Lauc who based his presentation on the report of the Government on the implementation of the Constitutional Law on National Minorities for 2014 and also on the report of the Ombudsman for 2015 which was not adopted in the Parliament.
During the workshop professor Lauc presented the Government's report which consists of 14 chapters. He also noted that the implementation of all activities relating to the protection of human rights, such as education, requires certain financial means. If there are not sufficient financial assets, the realization of certain activities are undermined. Regarding exercise of their rights, members of national minorities have least problems in establishment of religious communities and demonstration of their religion. The question of the use of languages and scripts of national minorities in the administrative bodies of self-government is still at a very low level, which is explained by insufficient interest of members of national minorities for the exercise of this right. In the field of education, a high level of implementation of the Constitutional Law on National Minorities was reached, particularly in the increased involvement in the education of members of the Roma minority.
Participants of the workshop were active in commenting the report and in citing difficulties from daily life faced by the members of national minorities. During the discussion, participants asked for opinions and advice from professor Lauc related to functional and efficient work of the Council of National Minorities.
The workshop for Councils of National Minorities from Brod – Posavina County and the City of Slavonski Brod was organized by ILC in collaboration with project partners - HILS from Osijek, Brod – Posavina County and the Network of Roma associations in Croatia through the "Legal inclusion and sustainable integration of Roma in Croatia" project funded by the European Union under the IPA 2012 and co-financed by the Government Office for Cooperation with NGOs.
